Judge helps mentally ill child,shackled to his legs,get admitted at RINPAS

20151014_170746Following a newspaper report,Jharkhand High Court Justice D.N.Patel has helped a family to get its mentally ill child admitted in a hospital in Ranchi.

Today,doctors of the government managed hospital RINPAS said the child is undergoing treatment.”We have conducted tests and after examining reports come out,we will try to provide him medicare”,said a senior doctor of Ranchi Institute of Neuro-Psychiatry and Allied Sciences(RINPAS).

Earlier,after a Hindi Daily-Prabhat Khabar-had published a story- “ Bediyon Me Jakra Rahul” with photograph on October 6,2015, Justice D.N.Patel,who is Executive Chairman, JHARKHAND LEGAL SERVICE ASSOCIATION(JHALSA) took the initiative to provide help to the ill child Rahul Kumar,a resident of Chatra district of Jharkhand.

To begin with,Justice Patel had sought a report about the newspare story from its JHALSA representatives in Chatra.Subsequently,the Principal District & Sessions Judge-cum Chairman,Chatra,in his report submitted that the Secretary, DLSA, Chatra, the C.W.C.,Chatra and the Civil Surgeon, Chatra visited the house of the said mentally ill child to verify the genuineness of the said matter.

Soon,the Secretary, DLSA, Chatra in his report pointed out that he alongwith one PLV visited the house of the said Rahul and found that he is living with his mother Mostt. Meena Devi and other family members.

Even the Secretary, DLSA, Chatra found that Rahul was shackled to his both legs with iron fetters and when asked to free him,he was told by the mother and family members that it is for his safety and security that he has been kept under fetters otherwise, either he will run away or keep himself confined bolting the door from inside and will be in trouble of safety and security of life, since he is a mentally ill child.

The team of CWC, Chatra also visited the aforesaid house and found the same as described before and observed that Rahul is a 16 years old child who led a normal life till the age of 06 years and thereafter was treated at Sadar Hospital, Chatra for paraqlytic attack, but could not be cured and due to poverty, his guardians could not continue his treatment and presently he is not getting any medical treatment.

A medical team headed by the Civil Surgeon, Chatra also visited the house of the said Rahul Kumar. The medical team comprising the Civil Surgeon, Chatra and Dr. Shyam Nandan Singh, Medical Officer, Sadar Hospital, Chatra found that Rahul Kumar was tied with a rope and chain at lower part of his leg which was freed.

This medical team further has reported that there he was down with h/o Meaingoenaphalitis 09 years back and got treated at Sadar Hospital, Chatra initially and then referred to Dr. Bhandani of Gaya. After treatment, he was not cured completely and residual Neuro Psychiatric Sequel was seen.

On examination, he was conscious but not oriented to time, place and person completely. He talks irreverently and there bizarre movement. Chest PA findings are normal. In the light of such findings, the medical team recommended further Neuro Psychiatric management at higher center of the said Rahul Kumar.
After perusal of the Report submitted by Principal District Judge-cum-Chairman, DLSA, Chatra, Justice Patel took the initiative for his treatment and directions were passed to appropriate authorities to take immediate steps for better treatment of Rahul at RINPAS, Ranchi.

Accordingly, DLSA, Chatra took necessary steps for shifting of Rahul Kumar from Chatra to RINPAS, Kanke, Ranchi for his proper treatment free of cost with co-ordination of other stakeholders of the State so that the ailing child Rahul Kumar may recover from his illness and may lead a normal life.

Now,RINPAS doctors including Dr Vinay Sinku, Deputy Director, RINPAS, Ranchi, Dr. Praveen Kumar Sinha and Deputy Secretary, JHALSA were treating him present at RINPAS since October 14 when he was admitted.
